Dr. Quamrul Alam is a Professor of International Business and Strategy at Central Queensland University. Before joining Central Queensland University, Professor Quamrul Alam worked at Monash University, La Trobe University, and Victoria University of Australia. Professor Quamrul Alam has an intense research and project management background. He has published over 50 journal articles, presented over 100 conference papers and reports, six books, and 28 book chapters and chaired many sessions in international public management and governance conferences. Professor Alam has supervised 20 PhD research topics, including public governance, regulatory governance, public sector leadership, public-private partnership, economic geography and international business, and local government and disaster management. Professor Alam conducted training programs on leadership and governance and capacity building in public sector organisations for public servants from Bangladesh, India, China, Indonesia, and Vietnam. The Australia Leaderships Awards Program, UNDP, and the Bangladesh Government funded these programs. Professor Alam received over A$3 million in grants. Professor Alam’s research articles have been published in the Australian Journal of Public Administration, Public Administration and Development, Administration and Society, Public Management Review, Journal of Local Government Studies, International Review of Administrative Sciences, International Journal of Public Administration Thunderbird Journal of Business Review, European Journal of Management, Journal of Management History, South Asia, Journal of Banking and Finance, and Journal of Business Ethics. Professor Alam has co-edited a special Public Administration and Development issue in 2021. Professor Alam conducted training programs on leadership and governance and capacity building for public servants from Bangladesh, India, China, Indonesia, and Vietnam. These programs were funded by the Department of Foreign Affairs and Trade (DFAT), World Bank, and UNDP. Professor Alam works with various ethnic community organisations in Australia. He has researched the settlement of the South Sudanese refugees living in Victoria. His research focuses on how financial distress and social isolation affect their integration into Australian society. He also works with the third-gender community organisation and rural-level women's microenterprise association in Bangladesh.

Mr. Jalal Ahmed has served the Government of the People’s Republic of Bangladesh with distinction for more than 36 years as a member of the Bangladesh Civil Service (Administration Cadre). He obtained both his Bachelor’s and Master’s degrees in Public Administration from the University of Dhaka. Belonging to the BCS 1982 Regular Batch, he has held numerous key positions throughout his career, consistently demonstrating exemplary leadership, integrity, and a strong commitment to public service and national development. During his tenure in field administration, Mr. Ahmed served in several important capacities, including Assistant Commissioner, Upazila Magistrate, Upazila Nirbahi Officer, Banshkhali, Metropolitan Magistrate, Chattogram, and Additional Deputy Commissioner (ADC), Noakhali. He later served as Deputy Commissioner and District Magistrate in Thakurgaon and Faridpur districts. In the Secretariat, Mr. Ahmed held a number of significant positions, including Private Secretary to the Secretary, Ministry of Housing and Public Works, Senior Assistant Secretary, Energy Division, Deputy Secretary, Finance Division, Deputy Director, Hydrocarbon Unit, and Joint Secretary, Energy Division. While serving as Joint Secretary, he also performed additional responsibilities as Project Director, Hydrocarbon Unit, and Director General, Geological Survey of Bangladesh. From 2004 to 2007, prior to the separation of the judiciary from the executive, he served as the Chief Metropolitan Magistrate (CMM), Dhaka, the capital of Bangladesh. In 2007, Mr. Ahmed was appointed Chairman of Bangladesh Oil, Gas & Minerals Corporation (Petrobangla), the largest public corporation in the country, and held this position until 2009. Subsequently, he served as Vice Chairman (CEO) of the Export Promotion Bureau (EPB) during 2010–2011, a period in which the country’s export earnings increased by 43 percent. From 2012 to 2017, Mr. Ahmed served as Additional Secretary, Finance Division, where he was directly involved in national budget formulation, expenditure management, macroeconomic policy, and related areas. In 2018–2019, he worked as Executive Project Director of the Skills for Employment Investment Program (SEIP). He also served as Chairman of Nepal Bangladesh Bank Ltd., Kathmandu, Nepal, from November 2015 to July 2020. He proceeded on Post-Retirement Leave (PRL) in 2020 from the Ministry of Public Administration with the rank of Secretary to the Government. In 2023, Mr. Ahmed was appointed Adjunct Faculty Member in the Department of Public Administration, University of Dhaka, where he taught Land Administration for two consecutive academic sessions. In August 2024, he was appointed Chairman of the Bangladesh Energy Regulatory Commission (BERC) with the rank and status of a Judge of the Appellate Division of the Supreme Court of Bangladesh. Mr. Ahmed has also served as Chairman of several state-owned energy and mining enterprises, including Sylhet Gas Fields Company Limited (SGFL), Gas Transmission Company Limited (GTCL), Barapukuria Coal Mining Company Limited (BCMCL), and Maddhapara Granite Mining Company Limited (MGMCL). He has been a Director of multiple companies such as Bangladesh Gas Fields Company Limited (BGFCL), Rupantarita Prakritik Gas Company Limited (RPGCL), and Bangladesh Petroleum Exploration Company Limited (BAPEX). Additionally, he has served as Chairman and Director in numerous national, international, multinational, and private sector organizations, including IFIC Money Exchange (UK) Ltd., IFIC Securities Ltd., IPDC Ltd., Bangladesh Housing Finance & Investment Company Ltd., Bangladesh Services Limited (owner of Hotel InterContinental Dhaka), Bangladesh Telecommunications Company Limited (BTCL), Bangladesh Submarine Cable Company Limited (BSCCL), British American Tobacco (BAT), and IFIC Bank Ltd. Beyond his professional career, Mr. Ahmed is an avid reader, nature enthusiast, bird photographer, traveler, and trekker. At the age of 63, he successfully reached the Everest Base Camp (5,364 meters) in the Himalayas in April 2024. He served as President of the Bangladesh Bird Club for five years and currently holds the position of Secretary General of the Bangladesh Archives & Records Management Society (BARMS). He is also a long-serving Managing Committee Member of Anjuman Mufidul Islam, a century-old philanthropic organization. Furthermore, he is a Life Member of the Bangla Academy, Asiatic Society of Bangladesh, and the Bangladesh Diabetic Association, and serves as Secretary of Jalalabad Education Trust and Trustee of Jalalabad Bhaban Trust, Dhaka. Mr. Ahmed has traveled extensively both at home and abroad. He has visited all 64 districts of Bangladesh and has explored diverse ecological regions of the country—including hill tracts, forests, haors, coastal islands, riverine chars, and grasslands—for bird photography. Internationally, he has traveled to over 50 countries for official assignments, training programs, conferences, meetings, bird photography, and trekking. Mr. Jalal Ahmed is married to Mrs. Farah Diba Ahmed. Their sons are Engr. Asif Ahmed, a Petroleum Engineer and Director at Ernst & Young–Parthenon, Houston, USA, and Mr. Atif Ahmed, Chief Executive Officer of Ontik Creative, Dhaka. Mr. Jalal Ahmed’s illustrious career and multifaceted contributions to public administration, energy governance, economic management, and social development stand as a testament to his lifelong dedication to the service of the Republic of Bangladesh.
